Meet Cara

Cara McNab is the founder and CEO of RPC. She is a legal professional with extensive experience in federal government policy and program management within the U.S. Department of Agriculture (USDA). Demonstrated expertise in administrative law, compliance, legal analysis, and grant/cooperative agreement oversight. Skilled in policy interpretation, stakeholder engagement, and program development.

Cara holds both a J.D. and an LL.M and is licensed to practice law in the District of Columbia.

Quarry Campus Phase IV – Spokane Valley
This study evaluates Phase IV of the Quarry Campus Master Plan, analyzing how infrastructure-first investments can strengthen an established conservation and community campus while advancing economic diversification and workforce development. The analysis assesses site readiness, operational models, and mission-aligned growth to support long-term public benefit.

SWIFT Center Hub Building – Sedro-Woolley
This study evaluates the feasibility of renovating and repurposing the historic Hub Building at the SWIFT Center, including assessment of implementation readiness and a prospective community-based capital campaign. The analysis examines how reinvestment in the campus’s historic core can support job creation, public access, environmental stewardship, and historic preservation.

Old Heat Adaptive Reuse – Kittitas County
This study evaluates the feasibility of adaptively reusing the historic Old Heat facility as a technology commercialization and industry growth hub for Central Washington. The analysis examines revitalization models, design readiness, and governance strategies to support high-wage job creation, technology diffusion, and long-term regional competitiveness.
