Cara is the founder and CEO of RPC. She is a legal professional with extensive experience in federal government policy and program management within the U.S. Department of Agriculture (USDA). Demonstrated expertise in administrative law, compliance, legal analysis, and grant/cooperative agreement oversight. Skilled in policy interpretation, stakeholder engagement, and program development.

Cara holds both a J.D. and an LL.M and is licensed to practice law in the District of Columbia.

Mike is a senior public-sector leader with extensive experience in municipal governance, public policy, and organizational oversight. He brings demonstrated expertise in compliance, investigations, labor relations, and risk management, with a focus on accountable decision-making and effective public administration. Skilled in policy development, stakeholder collaboration, and advisory support to public-sector leadership.

Mike holds a Master of Arts in Communication and Leadership.
